The Bladesinger Chainmail does not disable the cast spell abilty of the wearer, but it is not usable by pure class mages and druids. The benefit is for multi/dual class mages or druids, since they can use the chainmail and still cast spells. It also benefit thieves, since they can still use the thieving ability while wearing it. This is the same as other elven chains.

A Mage can never wear a Chain Mail. However, for example Fighter/Mages and Bards can use it while still being able to throw spells.

A dual- or multiclass druid (which will have to be a fighter/druid) can use any armor and still cast spells. Take Jaheira for example.

will the Bladesinger chain be usable by bards and allow them to cast?

Similarly, does the melodic chain allow bards to cast?
