Halfling rangers

This to me makes sense look at this
Charector creation race :elf class: ranger but elfs have less con

rangers need that, i heard halflings get plus dex too, wait they cant be rangers, woe is me.

why not halfling rangers

Because rangers are wood folk, halfings dwell in holes, never in the true wood (though have some affection to trees).
Though you might create one with shadowkeeper, i wouldn't count it a cheat. Just set the saves and attributes right, if you can.

Rangers need CON? True, since it's a warrior class, but 17 isn't that big of a difference from 18.
Halflings suffer a STR penalty, which is much worse!

You can improve strenght with alot of items in the game. Halflings dwell in holes and aren't real adventorous. Dwarves don't give crap about trees, and gnomes. Well gnomes are just crazy. So realy it makes sense only elves and humans can be rangers, but then there are excepions, such as Mazzy.

it makes more sense to me + dex hide but what are the saves ETC.

I'm not saying Mazzy i a ranger, i'm saying that she is an exceptional halfling. She is a wannabe paladin and is quite adventorous, unlike most halflings that live in their holes all day. Most paladins and dwarves aren't such goody goody people, but she is different.

I think halfling rangers make perfect sense. A few lines from Players Handbook 3 edition (yes, I know BG 2 goes under 2 edition):
Halflings are often wanderers. They prefer trouble to boredom. Halfling rangers are legendary - as in, you might hear stories about them but you'll probably never meet one.
I hope that last statement means halfling rangers are very stealthy. Otherwise, it would mean that they are indeed very rare.

A bit of background....
TSR based the original D&D on Tolkien's works, among other mythology, but Gygax mentioned Tolkien as the major influence. (Hence the hobbit/halfling hubbub) In The Hobbit, Aragorn, aka Strider, described rangers as a secretive group who was there to protect the simple folk, including hobbits. These rangers were men, but were closely aligned to elves. The restrictions made sense.
PnP games have changed, grown... The 3rd ed rules will allow any race, any class. It really adds to the ideas of role-playing.
Roleplaying is the key, here...
If you want to play a ranger for the bonuses, use SK to change a ranger to a halfling, and make the appropriate attribute changes.
If you'd like to roleplay a halfling trying to be a ranger, make a halfling fighter, and give him proficiencies and equip him as one. You won't get the bonuses, but you'll have a great time...
