Guarded Warehouse

Is there any reason for the two empty potion vials that are found in the Guarded Warehouse in the Temple District? Also is there anything to do in the Forest of Tethir?
Or the forest areas surrounding it?

If you carry them to the Underdark (if you haven't gotten that far yet) you may find a use for them there. I'll say no more for fear of spoiling it.....

Yeah, if your playing Majora's Mask you can scoop up hot spring water to melt ice.
