Maybe you're right.
At last you could always use :
CLUAConsole:SetGlobal("ViconiaRomanceActive","GLOBAL",1)

isn't that clua consle is a download, right?
MY computer has no internet conection

No, just add "Debug Mode=1" into the baldur.ini file, under [Program Options]. Now just press CTRL + SPACE while you're playing and type in the code, then press ENTER.

how do you see what's the current value of the var ? GetGlobal(...) ?

Yep, just don't put the comma and number at the end. So in this case it would be:
CLUAConsole:GetGlobal("ViconiaRomanceActive","GLOBAL")
