I forget the stats about blackrazor specifically who can use it i seem to remember that only evil characters can use it or something i play a true neutral fighter. And something funky is going on in brynnlaw after getting the medalin from chremy and then puting the guards to sleep with the potion. returning to the cook to get my 2225 exp per character i can keep talking to her and she says her thing then stands there and i can talk to her aain and get the exp over again will this screw up my game in anyway.

The thing with the cook is just a bug, you can exploit it if you wish (cheating) but it shouldn't screw up the game.

One interesting thing with it is that its events seem to all happen together. IE there is a single d100 roll and if it's 15 or below (85+?) the level drain, hit points, haste, and str gain ALL activate...
Additionally, if any part of this fails, it seems to all fail. So if the target is protected from level drain, the wielder doesn't get the healing, haste, or Str either.

Hmm, I never noticed the second effect, but perhaps I didn't pay enough attention to this.
I suppose it would be a bit overpowered if a different dice was rolled for each effect.
If I did my math right that would mean a 60% chance that at least one of those effects will happen.

That is not what happens in my game. I seem to get strength bonus on every hit but the other three effects happen together on 15% of the hits.
