Say you have 3 attacks per round while weilding the single weapon. If you add an off-hand weapon, you still get the three attacks from the main hand weapon, plus one more from the off-hand weapon. So, you would end up with 4 attacks per round. (3 from the main hand, 1 from the offhand)
Dual-weilding always adds one more attack.

Quick question then - I assume that the Belm adds an additional attack with the primary hand? I hope?

It adds one additional attack per round. In dual-weilding, the offhand only gets one attack per round, and the main hand gets the rest.
So yes, if you have Belm in your offhand, IIRC your main hand should get the extra attack.
There should've been a fourth profiency spot in dual-weilding, ones that evens out the number of attacks between the two weapons.
Yeah, Flail of Ages rocks, but I wouldn't mind it if Celestial Fury (and later Crom Faeyr) would hit a bit more...sorry, example from my current game.

does that mean that, if your onhand weapon has 3 attacks, and you're offhand has 1, then you WILL hit with you're offhand weapon, but only one time out of 4 ??
And how do you see, how many attacks a weapon has+

It says on the item something like "Grants 1 Extra Attack".
Belm is a good example, look at the items section here:

So if you have 3 attacks, are dual wielding, and holding a Belm, you are bumped up to (+1 from off hand, +1 from Belm). . .5 attacks. This is why fighters so often use Belm/Kundane; just for the extra hit.

I actually have no idea.

I found it during an image search on Google for vampires...its not a vampire, but its cool anyways.

Only one of your four attacks will actually be with the offhand weapon. All three other attacks will be with the main hand weapon.
Its not how many attacks a weapon has, its how many your character gets. Check the character info screen under "Attacks per round".

Does whirlwind do 9 on/1 off attacks then, and improved haste do N*2 on/2 off attacks?
