Help! I can't cast Celestial Host

I was unable to cast Celestial Host on the Transcendent One. A small spark would emanate from TNO 3 seconds after I cast the spell... and that's it, nothing else happens. Thanks in advance for any replies.

Celestial Host doesn't work in the Fortress.

i could cast celestial host in fortress of regrets...

Oops, seems hostiles need to be in the area for it to work. Tavi, make sure TTO is red before you cast the spell.

He was hostile when I cast Celestial Host on him.
About the spark, it's the same animation used for someone who had just resisted a spell, but shouldn't it emanate from TTO instead of me?

IT WORKED!
How odd! I tried 3 different approaches last week and none of them worked.
1. I attacked him with magic missile without starting a dialog and then I cast Celestial Host. Didn't work, but it worked now!
2. I started a dialog with TTO and provoked him to a fight. I cast Celestial Host, it didn't work, but it worked now!
3. I raised Vhailor and had him fight TTO so he wouldn't interrupt me while I was trying to cast Celestial Host on him. It didn't work back then, but it worked now!
edit: Those celestial beings hit him for 87 points of damage.

This is a known bug for some reason, celestial host dosent always work.
