weapon finesse

I wanted to make a double-weilding thief. If I get ambidexterity and two-weapon fighting, will weapon finesse still take effect and allow me to use my dex mod? I was wondering because it says that you must add armor penalty mod of a shield if u use one.

You will definitely get full Dexterity benefit with both weapons. Besides, a Fighter with high strength that dual-wields and has the 'Ambidexterity' and 'Two-Weapon Fighting' feats gets full use of Strength modifiers, so why shouldn't the Dexterity work?
As for the shield/armor penalty thing, I do not know what to say.
