Where are the boots of blinding speed? And how and where do you get ther magic neutralized?

You meet this trader on the road outside of Ald 'ruhn, I think, north of Caldera. She wants escort to Gnar mok and will give the boots in return.

I couldn't find her, are you sure. Either you're wrong (prolly not) or I killed her and sold the boots (75% chance)....you know...on the way from Caldera to Ald'ruhn i ran into 2 Nords wearing loin clothes, who were both hoodwinked by witches. Morons (i shouldn't talk).

A: Head north out of caldera

B: Find nord dude

C: turn right at nord dude till you see signs. signs that say "main road" and "back roads"

D: Go on the main road path. She should be down there by a matter of meters.

You don't have to wait 24 hours for her to restock. Just buy the potion, and without closing the dialog box click the barter option again. The potion will be back when the shop window comes back up. :D

Dudes, it's ok, i killed her....like in the beginning of the game, took all her clothes and left her nude on the countryside....so i figured i sold it to my Mages Guild friend in Balmora, i got em, blinding free, and i'm good, thanks for the help though.

Why use all those potions? why not just make a spell that like this:

resist magicka 100 - 100 for 1 sec on self, just cast it as you put on the boots, and you'll have no problems whatsoever

Becauase I suck with restoration. :) Could you use the same effect when putting on the Mantle of Woe in broad daylight?

I think it should work to a certain extent: It would remove the stat penalties, but it wouldn't work against the sun damage

Dammit. The sun damage was what was keeping me from using it all the time. Ah well, thank you anyway.

well, you could just become a vampire and use it all the time, that way the extra sun damage won't matter

ya... beingn a vampire sucked, only night time... bah, get some sunglasses and a cloak you nitwit undead creature!!!! and i always forget to take off the mantle of woe when its night and i want to take a boat ride... then the controller shakes and i fall dead on the dock.

mantle of woe is in a cave in slostheim, southwest of the Skaal village, you can see the entrance on your paper map... to beecome a vampire you find a vampire lair, stand there and take a beating for a while until it says you have contracted some disease, then leave. dont kill anybody, its not a good thing to do! you can find vampire locations easy at gamefaq.com, because i am to lazy to type them out right now

I believe that resist Magika is a Restoration spell. If that's true, and your Restoration skill is high enough, you could consider creating a spell (which I named "Burst of Magika Immunity") which provides 100% resistance to Magika for something like 1-3 seconds. This should have a decent chance to cast, it was around 60% and my Restoration was maybe 30-ish. So, as soon as you cast it, IMMEDIATELY open your inventory and put on the boots (just to be sure, check the lower right-hand corner and see if, among your spell effects, you've got resist magika 100%. If not, sorry but rest and try again. Anyway, if it's there, that means that you'll resist the blinding effects of the Boots but WILL NOT resist the 200 point boost to speed. Congrats! You've got insane running speed and no drawbacks.

For added fun, you might consider making a belt or ring with a constant effect 1 point levitate. With the Boots, even a 1 point levitate would give you decent speed in the air. I called my belt of 1-point-levitate "Bob's Companion". I leave it to you to figure out what that means.
