Fine Problems

Tell me how this works...I go up to someone.I want there house.I kill them.I go to pay the fine.36 gold.Then on a quest in the same town,I kill a guy.36 gold fine.Then I go steal a piece of paper.The guy pulls out a hammer and thacks me with it.I leave and I have to pay the fine.1040 gold!It's paper!And whats with the guy thacking me that hammer!Like I said,it's paper!Not very realistic if you ask me.But the rest is cool.

I suspect you were actually caught by a live person, who reported the crime. In the instance of killing someone and getting a lower fine, you were probably suspected for being in the area, but no one actually saw you do the deed.
If you're running on the PC, there are tons of housing mods, by the way, all over Vvardenfell.

People get annoyed if you steal from them in Morrowind. Those with weapons will respond accordingly--after all, you're willing to kill a person for their house. Can you expect less senseless brutality from the inhabitants?

True true...maybe I should quit killing so much...but I wouldn't if they gave you a house.

You later acquire one, when you take over a "house," literally--Hlaalu, Telvanni, or Redoran. Until then, I always made do with one of those caves liberated from thieves. They're actually larger than the Balmora homes, and often contain as many (if not more) fixings.

There's that one recently "freed" house in Balmora. Can't recall the owner's name right now but apparently he passed away by some "natural" cause not a long time ago. His house is somewhere near the Fighters' and Mages' Guilds. And there's of course Nerano manor

As far as I remember the guy attacked me as soon as I entered his house from the street-level door and therefore no crime was commited when I slayed him in "self-defence".

From the silt strider turn left at the end of the stairs, then head along the left wall all the time, go up the stairs and go past the Hlaalu Compound/Offices. Now you should see Nerano Manor right in front of you.

If this is the one I'm thinking of, it's not near the Guilds, but across the river and towards the north end. As I recall, the occupant ate some spoiled food. Too bad about that.

Spoiled food? Are you sure that you are not thinking of that guy whose food you poison as a quest for the Morag Tong Goddess? Cause I'm quite sure that the empty house that I'm thinking of is close to the Guilds. It's one of those tower-like house that has some stairs and another similar house on the opposite side of the street. And forget what I said about "natural" cause of death. Some Argonian was the suspect but then it turned out to be that red-haired-dwemer-axe-wielding camonna tong member.
Of course I haven't been to Balmora for quite some time now so there's a big chance that you're totally right and my mind is simply playing tricks on me again.
Edit: Too slow, I think too much. Got to write this down..
Less thinking, more action.

That's what I thought you were referring to, when you used quotes around "natural" causes.

My memory is not what it used to be... After all I've lived long enough to see 18 summers pass by my eyes...

Edit: No it's not Hlaalu Manor, it's the one next to it. Go a few steps further and you'll be at Nerano Manor. You can of course use the map aswell to find it...

Ralen Hlaalo's house. I love having it as my base, since his body acts as an unending container. never gets full. Plus, he wears some of my nice armor and clothes. Makes me happy to see him lying there all decked out.

And I've managed 52. Alea jacta est, in spades.
Continuing with the subject at hand, there are several good possibilities in Balmora and elsewhere, if you don't mind killing the inhabitants. If you do, as we both point out, there are always possibilities lurking around the horizon for a house to suddenly be occupant-free.

That's NOT Nerano Manor, it's Hlaalo Manor. NOT Hlaalu Manor. I never use that Manor. The house where the female Orc, barbarian outlaw lives, close to the South Wall Club is useful, if you need a 'home'
