does damage 1d10+3 mean 1 to 10 damage + 3 damage?

Check out the topic Damage.They have a break down on what this means.d=dice. so it would be 1 roll of a ten sided dice +3.Roll the dice ,take that number and add 3.2d10+3 would be 2 rolls of a ten side dice + 3.At least i think so.
