i can't find the throne room in mournhould. is it through the doors to the high chapel then the throne room?

No. The Temple area and the royal area are different zones of Mournhold.

I believe that the royalty area is the center door away from the temple.

it says its right above the reception area so im thinking the temple i dunno???

It's in the building where you warp in and out from Vvardenfall.
