This is one of the biggest arguments for creating a protagonist that is a Gnome Magic-user.
Of all of them, INT is the most valuable, and this is the only way to get 19 INT, short of cheating.
Unfortunately, you can't dual, though. And a multi-classed protagonist probably isn't worthwhile.
I guess some might say that there are heaps of potions that increase your INT, so you can just use them instead.
Still, I've decided that my next time through will be with a gnome with 19 INT, 18 DEX, 16 CON, min CHA, and as high WIS as possible (to maximise Lore).
With the ring of wizardry, a Gnome Illusionist gets HEAPS of high-level spells.

Wisdom doesn't affect your mages learning 9th level spell, that is intellect. Also, you probably already know this but just in case- you can't use 9th level spells unless you remove the xp cap.

See manual. If your WIS is less than 13 you risk with spell failure (have met, however am not sure if the WIS is really the cause). Also, following the manual, you should have bonus spells for high WIS. Lore bonus starts with 15 WIS, too. Have anybody those things seriously explored?
TIA,
L.

Tested 20 level gnome
WIS has no impact on number of spells a mage can memorize.

Low Wis affects only cleric spell chance of failure in second edition AD&D - not sure if this rule is implemented in BG2 - I've yet to have a paladin spell fail with Wis 12 (I sacrificed 1 point of wisdom

).
High Wis gives bonus cleric spells only and allows casting of 7th level cleric spells.

You mean Intelligence.

And yes, there are. They are sold in every temple: Potion of Mind Focusing and Potion of Genius. I always have my mages carry a few so they can learn more spells per level than is normally allowed, but they're also helpful for learning 9th-level spells.
