problems and mod install orders

I am having some problems with my game................when I go to mencar and co fight mencar and breanan risiling actualy do nothing just stand there..............the sand character thief near copper coronet to she waits for me to trigger the dialogue not talk tome as it should be..........I this can be a mod problem since I have a lots of mods installed..............someone know how to fix it?I ahve this mods installed:

in what order should I install this mods?I also installed right now tutu and my game don't enter...........bald ur.ini is missing damn
