i got my CF, went to another town, wondered around for a while but he did not spawn, i did have the mod installed.

It does some time - don't know exactly, but I seem to remember it being a few days anyway. And you must have CF equiped as well.

Does Kuroisan take a while to spawn? Or does he come right after you got CF?
