That lady told me to tell penn "the city must burn" so that I can join the anarchists, but he doesn't care when I say it! He's supposed to ask me to kill someone so that I can join, but he just says "those words mean nothing."

How the hell do I join.

You can't join if you turned in Vaxis in the Mortuary.
