Yeah I'm on the third quest that the Helm guys give you, and I'm suposed to intercept a thief in the slums at night. It's at night, I'm in the slums, no friggin thief. I cant remember the name of him, he took a ring from the temple directly east of the Helm one.. Help

The thief is up near where the derelict house where you beat Baron Ployer for Jahaira's quest. You have to initiate the dialog with him...
