problem with plague bearer quest

I'm stuck finding the second plague bearer. My quest log says I should talk to bums in the city, but the thing is, I already talked to one before I killed Jezebel, and that guy told me I needed to speak to a guy called Tin Can Bell, but because I couldn't find this guy, I went to the skyline apts and did the quest with the ghoul Paul. The quest about the tin can bell guy disappeared from my quest log after I finished the Jezebel thing and talked to damsel. I can't talk to any more bums now (at least not downtown). I'm playing nosferatu btw. Can I still finish this quest some way or another?
Oh, and another thing, I never could find any painkillers for Mercurio (quest has failed), where did I miss them?

Painkillers.
The painkillers were in the hospital where you saved lilly. They are locked in the Doctors office.

Tin Can Bell
I think the bum you need to talk is near the Last Round. If you exit the Last Round, face left and you should see the underpass. Walk towards the underpass then turn right I think into an alley and follow it along, and the bum is hiding by a dumpster there.

Tin Can Bill is in an alley, but until you talk to one of the other bums and get directions there's a car parked halfway down his alley preventing you from reaching him.

Oh yeah, I think you need to talk to a female bum with a purple top. I don't remember her exact location though, sorry.

Apparently the bum was gone (maybe he died from the plague...), but there was a new entrance to the sewers behind the fence. Killing the second plague bearer was a pain, not in the least because of bad fps in the sewers. Even turning all visuals to minimum didn't make it any better
