I have returned to santa monica beach after getting the quest about investigating the elizabeth dane... there is a small boat waiting at the shore as i was told but i cannot seem to use it. tried looking and clicking at it from every possible angle but nothing happens. is this a bug?

You have to....

You have to jump into the boat. At which point it should start and take you to the mission.
