What's the deal with the 3 candlesticks upstairs in the library (Chaos, Key, Order) ? When I fully light all three nothing seems to happen. And I can't figure out how to get all three to be partially lit (is it at all possible?)

There will be a small note on the table next to the three candlesticks. Read it and it will somewhat cryptically (not really) tell you the order in which to pull the candlesticks.

Candlestick order

For the downstairs puzzle (Perception, Time, Mind), leave the crazy fool flipping the Time candlestick on/off and just flip the Perception candlestick repeatedly until you see a cutscene with a door opening elsewhere.
For the upstairs puzzle (Chaos, Key, Order) the objective is -as far as I cared to explore- to bring all three candles to light. There are a lot of sequences that bring you to that, one of them is mentioned in the notes downstairs ("Perception shapes Mind and rules over Time" etc..) where you just have to replace Perception with Order, Mind with Chaos and Time with Key (according to the note upstairs). So a working sequence would be :
- start with all three turned off
- do right, left, center, center, left, right, left, right, center, left
Somewhere along the way you'll see another cutscene with a door opening downstairs that leads to the electricity room. That's it.

Or :

Two bookcases to the left of the upstairs puzzle, there's a book protruding which can be noticed with a high enough Inspection (my character had 6 at the time). You can look at the book and even though no description is brought up, if you press E, the downstairs door opens and you can skip the upstairs candlestick puzzle. Or, if you're a greedy Malkavian like my character you can stay upstairs flipping switches along with the nutcase downstairs thinking that some bizzarre combination is going to reveal some ultra - hidden puzzle/quest/artifact/you-name-it.... Thanks to Little White Box for breaking me out of that loop !
