This game is starting to frost me in Luskan. I found a ghoul outcast who wants an amulet returned but I was unable to find it.

To the point where I went looking at the NWN walkthrough where it said an amulet could be found at a specific point in the sewers. So I went back, found the amulet of power and went to the ghoul, only to have it not allow the quest to be completed.

Anyone have any idea what to do? I cannot get through a door without doing this so it seems as though it ought not have a bug left.

I've gone through Luskan three times now ( with different characters ), and the amulet always was in the room you have to get through before you get to the room where you meet the Ghoul Outcast. Specifically, I picked it up from one of the enemies outside the Ghoul's room, and that was before I even spoke to the Ghoul. Did you exhaust all possible dialogues? Maybe reload the game at this point, or ask the Ghoul to go over what is needed again, then walk into the next room, go back and talk to him again.

I found the amulet and re-did the talk with the ghoul

and when that didn't work I re-loaded and took the amulet first. I went through all the dialogue I could find and when it didn't work, I just killed him (again through the dailogue in case that was where he'd say OK I'll give it to you.)

I got the items but probably lost a bit of XP. sigh
