On the plaguebearer quest I've found out that the second plaguebearer lives in the sewers. However, the only place that I can imagine him being is behind a locked blue door in these sewers. When I try to open this door I simply get a "locked door" sound and the "padlock" icon - I do not have the opportunity to pick the lock. However, I checked the walkthrough for this quest on the Gamebanshee site and it says that I must pick the lock.

Is this a bug, or am I at the wrong door?

If you go into the alley by tincan bill and continue down the alley a little ways end you will find a special sewer entrance. Make sure you talk to bill and you should be able to pick the lock. if not you could use console and noclip to get past gate. Good luck.

I've had a similar situation in that I'm never able to find Tin Can Bill. The walkthrough says I should find a bag lady by one of the fires. The only NPC I find that is a bum and talks on the street is a male and he doesn't appear to have a name. He does ask for the $20 bucks, which I then find out I need to talk to Tin Can, however I'm never able to locate the character.

What am I missing?

Once you find a bum that tells you about tincan bill go to the alley across from the anarchs hangout. The van that was parked there will be gone and you will see a fence with a gap and a dumpster by it. Bill is right next to the dumpster

Do you lose your chance if you don't go right away?

I didn't go right away after talking to the male bum who told me of tin can, I followed the ghoul instead.
When I went back, I find no bum will talk to me, and I can't find Tin can

If you got a bum to tell you about tin can bill go to the allley across from the anarch hangout. It takes a right and then a left. Thats where the van sits and blocks the alley until you get the quest. If the van is gone you should see a fence with a dumpster right beside it . Standing very close to the dumpster is bill. A little further down the alley is the special sewer entrance for the quest.

The sewer entrance is beyond where Tin Can was

I almost missed the sewer entrance at first. I almost thought It was the one near the firecan, but it is beyond where Tin Can was.
You get in the sewer there, and lockpick the gate at the end of the "hall" and follow the sewer to the end.

waste of time

I wasted a lot of time in the normal sewers - the special sewer only has the one manhole beyond TCB at the dark end of the alley - instinct says to go down the other pipe, but that is a waste of time. the one you need is beyond him.
