Okay this is my woe. I checked the forums didn't see this mentioned. When I started the fun with pest quest I first talked to a bumb and he mentioned bill.
Instead of finding bill I went to the Ghoul's apartment, then the Girls then had a date with Miss Locke. Now the quest goes to the second part, I talked to Damsel again and Strauss. More fun is in my log but I search all over for Bill and see no sign. I sneak around the sewers and seem unable to pick the lock which leads to the boss. Did I mess something up by doing things in this order? Am I just missing Bill, Im checking around the alley across from the last round. I tried talking to another bumb all over but no good, so can I not complete the quest or am I just on the wrong track?

If you do things in order, you need to talk to two bums.
Bill and a female one. Perhaps she will give you the next clue.
If she doesn't, then the game is not too flexible

i'm not sure if you even need to find bill........i think you're just going down the wrong manhole. although going down the correct one is probably pretty hard to guess at unless you talk to him. i know there is an unpickable lock in the main part of the sewers (which is not where you need to be), that i don't think has to do with anything. maybe the nosferatus' haven? i'm not sure really

Bill is VERY hard to see. However, he is in the alley next to the Last Round. He's near a wall, so just go along them until you see a conversation icon.
