How can I get a license to cast spells in Ak.. the town.. don't remember the name of it .. the first town you enter.. i'm a invoker and got a warning from some cowled wizard when i cast a spell on some bandits in the slum area. and i must get a license.. how do i get it?

Go to a guy at the Counsil building in the govermant district to buy a licence( 5000 gold).
