I Shal Speak To Lars But I Cant See Him Any Wear Why

When you enter Junktown, just through the tunnel to the left is standing a guy in leather armour holding a rifle. This is Lars. He's the leader of the Junktown "police". You need to put your weapons away (i.e./ into your inventory) before talking with him.
