General Explanation

I've played Morrwind for a long time but I never knew until quite recently there was an actual 'main' quest. As I am almost finished with it, I still don't know the exact things of Morrowind. For instance was Morrowing first, or did Tribunal come first? and does it matter to have Tribunal, but I did buy the Bloodmoon expansion and found a whole new land, but does Tribunal give a new land as well? And another question is does my save game after I complete the main quest end or can I keep going and go do the Bloodmoon main quest? And finally, does anyone know where, or if it is even possible to get a plugin that allows the character to hold two swords at one time, like one in each hand as opposed to a shield.

you can continue your save after finishin morrowind main quest, morrowind was first, tribunal second, bloodmoon third,
tribunal makes SPOILER
assassin's attack you and you can ask about it from a guy in ebonheart, there's a mage in there that will transport you to mourhold the city where one of the three god's live(the female one can't remember the name)tribunal won't add any land, you just get there and only way out is to transport outta there..
i haven't heard of a dualwield plugin, but it would be way too powerful to have smth like that in this game, there are plugins so you can get weapon looking shield, so it looks like your character has two swords but you can't hit with the other one

Try
Assassins Armory 7.6, and
Azriel the Merchant. Here's part of the readme to the former:
Assassins Armory, contrary to the name, is suitable for all types of characters. A large number of meticulously constructed high quality (Bethesda standard or better) weapons have been added to the game and with most of them a defensive partner. What makes these defensive weapons different from a shield is that you block with a combination of your Block skill and the appropriate weapon skill. All items are distributed in the same fashion as normal Morrowind weapons and are very well balanced, tested, and then tested again. Assassins Armory contains more than 100 new models and has no known incompatibilities (tested with 100's of mods).
And here's what Azriel the Merchant has:
A screen is included which shows all that this mod adds to Morrowind. To summarize, it adds 6 new swords, varying from huge double blade anime blades, to dual wield katanas. It also adds a closed coat, similar to Neo's in the Matrix and a pair of glowing red wings, and dark angel wings. All of these items can be purchased from an NPC named Azriel who can be found atop the West Guard Tower of Balmora.
I've downloaded Azriel, but haven't installed it. I have used Assassins Armory very successfully for months, though never the dual wield weapons. (I've got an expensive shield from some other mod that adds too many nice benefits.) Hope those help.

BTW.. off hand weapon will act as shield.
But as for history..[link below] Leia's Dual Wield Plugin was the first dual wield plugin. But i am not sure.. perhaps one of the first that type of plugins..
