level 9 spells and shapeshifting

I was just wondering how i get to level 9 spells. do i have to have ToB or just be above 3,000,000 exp? Im a necro mage. How does one get to level 9 spells in SoA, cause i cant. I wanna use time stop, it looks cool. Also how do i shapeshift or something to a mindflayer, i saw a post where a dude did that. thanks

I'm pretty sure you need to either remove the exp cap or install ToB. Your necro should only get to level 17 which doesn't give you your 9th level spells.

to use lvl nine spells, you have to be at level 18 I beleive. You do need ToB, or you need to remove the XP cap.
