Does increase in wisdom also increase the saving throw in TOB??? And for paladin increase in charisma will increase the saving throw??? i got messed up with 3d rules in icewind.

No, to both. Like you said, those things are included in the 3e rules. The wisdom related saving throw was supposed to be included in BG and BG2 but that never happened.
