Telos problem LT Grenn (poss spolier) HELP

I must be missing something - unless there is a glitch! I cant do anything with Lt Grenn, I have never been able to - have had no quests from him at all and when i talk to him i only have the option to leave - any ideas? I'm miles into the game but dont want to carry on if i cant complete it because of this....
