try saving the game ,then make a spell that kills u or does damage to u ,and then use it in the water in that area.
(this may not work i have not tried it but if it does please tell me)

You could try using a simple dispel spell. Make it 100-100 ,and last long enough for you to die underwater. I'm not sure if it would work on constant effect enchantments, though.

i generally use a CE water breathing on a daedric left gauntlet along with CE night eye 30. whenever i get to the puzzle cannal i just take off the gauntlet, unequip wraithgruad and equip sunder. i'm drowning to death in no time and lo and behold, his grace saves my non water breathing ass.
i'd suggest you take off any gear you're wearing with constant effect water breathing or constant effect healing. then do the self damage spells till you have about 50 health left, and let the drowning do the rest.

That may be the case, but why can't he get rid of it? The only thing I can think of is alchemy cheese fortify intelligence -> fortify intelligence -> fortify intelligence and then make a water breathing potion when you have a ridiculous intelligence.

That thing is cheesy. Why won't you just recast that spell?
