Is there a specific way to activate the "Thinned Blood" side quest?

I have been having trouble getting "E" to give me the appropriate discussion options to activate the Thinned Blood quest. Do you need to be a female player to do it, or do you need to do it at certain time in the game? Or do you maybe need a certain level of stats? please help me out here, I am getting really tired of speaking to this guy over and over again with no result. Thanks

E
I think you need to have completed the quest of getting the Astrolite for Merc before it becomes available.
I think that just chatting to E before going up the ladders didn't activate the quest. be careful about dialogue options - i think the thin-bloods quest is a good one and you don't want to miss out.
you may be able to do it after recovering the astrolite, but you may need to wait until you have reported back to Merc.
I tried to find the girl without having completed all the stages and the linear gameplay requires that you go through the motions and do not make any intuitive leaps.

Activating Thin Blood Quest
Actually, I don't believe the timing matters. I got the quest before going up to the beach house. When you speak to E he will give you the "Why don't you just leave us alone and stop pushing us aroun" speil. Respond by asking him what he's talking about and you'll get the option to ask how this happened to him. He'll tell you about Lilly, and then you'll get the option to "Look into this Thin Blood thing..." --that's the quest.

This quest is a lot easier to get if you have installed the v1.2 patch. My typical sequence for this task (and all of this may not be required, but it does work) is to. . .
1. Speak with the fortune teller and ask her about people who have things for you to do (this is probably not required, but I generally do it anyway).
2. Speak to E, and speak to him before you rip off his friend over the holy stake or unicorn blood. Be polite. There will be a series of questions that you can ask him about his condition. How did he become what he's become. He should mention Lily. Follow up on this. Eventually you will have an option to say that you think you'll look into the whole thin blood thing. Select it. At this point, with v1.2 patch installed, your journal will update with what you have to do next.
3. I don't remember exactly how to do it without the patch installed, but it is far less intuitive.

a different problem...
I have differing problem than the one finding this quest, my problem is that when I find the girl, after a bit of dialogue I end up frozen and can't move.
Says I'm frenzy or whatever but having not been attacked that's crap.

When I first played the game (as a Toreador) I couldn't pursue this quest... don't know why. The 2nd time, as soon as I got to the beach I talked with E. and mysteriously a line that I haven't seen the first time in the dialog box appeared. So my quess is that before you go on retrieving the "boom-boom" (yeah, Malkavians are the best thing that happened to the game) you have to activate this quest.
If this doesn't work, I tried the same thing again with Ventrue and I couldn't get the quest, try opening the console and write: pc.SetQuest("Lily", 1) then (ENTER) which will set the quest in your questlog. By the way, save the game before doing this, I din't find any problems but you'll never know.
I don't particularly like this "timing" option for quests as you miss a lot by forgetting... for example, the first time I missed the body armor Heather gives you.

I'm pretty sure that there are only four prerequisites to 'Thinned Blood':
1) Talk to Mercurio and offer to get him something.
2) Talk to Knox outside the clinic.
3) Feed Heather your blood
4) Get the Morphine and give it Mercurio.
After that things open up pretty fast. I usually do the bounty-hunter quest, find Muddy has gone to town and complete 'Thinned Blood' before I even go to the Beach House. By the time I get back from the warehouse, I can go straight to Mercurio and thence straight to the sisters Voermann.

last time i played i did all available side quests, other than those dependent on doing the beach house, before getting the astrolite so that certainly does not affect getting the thinblood quest. as for getting it, i've never experienced any problems. i just talk to teh woman first, although i don't always pay her or get told to talk to E by her, and then go speak to E. and just be nice. reassure him that you are not trying to get rid of him and seem genuinely interested in his story and he soon gives it to you. i don't think it matters if you talk to others before him as i have talked to everyone then spoken to him before and still got the quest.

Noctum, try updating the game to the official patch, V1.2 - if you haven't done so yet.
In the release version, the Thin Blood quest is rather difficult to obtain from E., should be less of a problem with the patch installed, and it's still early in the game, restarting now doesn't cost that much time and the patch fixes some other bugs too.
