There’s the door on the first floor of the Empire Hotel. How can i open it?

The Doors of Perception

the mission zones are on levels 5/6

those areas are unlocked with the mafia key and the hotel key.

the ground floor is garnish - apart from the guy behind the desk/his key machine.

I think there's a couple miscellaneous items in the band's room on the first floor (though nothing spectacular or particularly memorable). Unfortunately, there's nothing else of import there. I was actually a bit dissappointed they didn't do more with that area. As Celacena said, the only areas you need to worry about are the fifth and sixth floor.
