Skills bug?

After levelling up, I try to increase the skill level of my character by clicking (left, right, center, etc.) on the "+" symbol above the particular skill. No luck. Has anyone else run into this?

It is possible that the "+" you are clicking on is the indicator for a "Tag" skill. That "+" is located above a skill icon. Try the "+" next to the number indicating the actual skill points.
