Does anyone know how you can acquire the alien blaster?
Is it found in a random encounter, or in a pregenerated encounter?
Any help would be appreciated.

It is found in a random "special" encounter.
I've only found it in some of my games, back when I played.

He says San Francisco, but I cant remember seeing the Alien Blaster there. its a random encounter, and a helluvahard encounter to get.

I've never encountered, nor seen it mentioned, an Alien Blaster in SF.... not saying it can't be there, but I've never heard of

Isn't it supposed to be around Modoc somewhere? I remember hearing about the Alein Blaster and that it's special encounter only takes place in a certain area in the Northeast somewhere...

Yeah, it's a special encounter north of Modoc. You'll meet a merchant multile times who says he'll sell you a mystery item. Usually it's overpriced junk, but one of the times it'll be the Alien Blaster. I use pickpocket to peek and see what he's selling first.

Aye just run into the wastelands north of Modoc and keep running around for a bloody long time and eventually in some of the encounters you'll meet a travelling salesman who you should steal off; His inventory is random so it may take some time.

i found it easier when i upped my scout perk, i ran into him more

Scout and Explorer both helps in this.
