First of all i have something like 57 on speechcraft but the characters that i try to persuade appears to react like if i have 30 or 35. Second what is the real utility of persuade, i mean there is a quest where a naked barbarian asks for help to revover his axe, but when i talk to the healer (the witch) who was the thief she makes an offer then i have to tell the offer to the barbarian, it doesn't matter how much i persuade both the thing always ends in a fight, is there a way to get another solution (or am i using persuade wrong?). Third is there a level cap to the class level or to any of the skills? And the other problem that i saw for now is that i had since a couple of days my strenght and my endurance deminished for some reason. Why? And how can i get back to normal? (no screen tells me anything of the problem). Ah something more how can i use the soul gems and this game is great but it lacks of help i don't understand most of it is there a page where this all is explained to not keep bothering you all? Thanks.

Increasing your Persuade skill increases your chance to successfully persuade someone by chosing "Persuasion" at the top of the list of dialogue selections. All it accomplishes is making individuals like/trust you more opening up more dialogue or getting the answers you need. It also increases your "Taunt" sucess too if you're trying to lick a fight. So anything in the Persuasion dialogue options, which includes Admire, Intimidate, Taunt, and Bribe, are affected by the Persuasion skill. Nothing more. At least that's my understanding of it, and from my experience I've no reason to believe otherwise.

Are your strength and endurance numbers showing up in red? If so, you are either using a cursed item (very unusual at the start of the game, as you seem to be), or you were attacked by something that diminishes these attributes: a poison, a spell, etc. Usually Restore potions deal with these problems.

No, but i already have resolved all that problems except for the issue of the quest it self, somebody has done that quest of the barbarian and the witch in the sorrounding of Caldera? Is not that important for the quest, but for the way of resolving the quests, because if persuade does not work to find another way to solve this one then i don't know.
