Oil Can Bill

I have killed Jezeble Locke and talked to the Damsel at the Last Round about more Plague Bearers.
I can't find any homeless person that will talk to me, nor can I find Oil Can Bill anywhere around the Last Round Bar.
Can anyone help?

First, talk to a homeless lady who is standing next to a burning trash can on the opposite side of the road and a bit down the street from the Confession Club. She will tell you about Tin Can Bill. You'll find Bill, at this point, standing in the shadows (look very carefully or you'll miss him) in the alley directly across from the Last Round.

Tin Can Bill
I have tried to engage this lady by the burning trash can across from Club Confessions and all she does is mumble to herself. Does the conversation with this homeless lady trigger the appearance of Tin Can Bill? And what can I do if she won't talk, and believe me I've tried for a long time trying to get her to talk.

When you leave the Last Round bar after talking to Damsel about the homeless, turn right. There is a homeless person there walking toward you that will talk to you. That person will tell you about Tin Can Bill, and once that conversation is over, the truck blocking the alley will disappear. Then you go down the alley opposite the Last Round, and you find Bill.

Yeah, there are 2 people who can give you the clue. But as yrth suggests, make sure you've talked to Damsel first to let her know you've offed Locke. That may be the step you're missing.

You can do Locke or Brother Kanker first - they're interchangeable. Whichever you kill first, the other will have the flyer.

How do you get to brother KanKer if you can't find Tin Can Bill. I went back to a previous save and killed Zezebel Locke again. Went to the Last Round and told the Damsel the plaguebears was dead. She told me to talk to the homeless. I left the Last Round turned right and the homeless person I met would not talk to me, then I tried to talk the the homeless lady across from Club Confessions and she just mumbles. Is there a bug in the program? I do I know if I need to intalled the 1.2 and 1.4 updates?

Tin Cans and canned quests
I too am having a problem finding this Tin Can person... Can anyone post a screenshot showing Tin Can Bill and his location, please? I have been told about him by the guy close to the Last Round, but I think I've looked just about everywhere in the city for a homeless guy named Tin Can - no luck.

Jhez, if you hear about Tin Can Bill, you walk straigt "down" from Last Round towards the door leading to Abandoned Warehouse (the one where you find a headless corpse) and turn right down the alley. When you reach the end of a alley turn left and you will see that a truck blocking your way is gone. Go down that part of a alley and you will see a guy standing by the wall - that's Tin Can Bill.

Tin Can Bill
You don't even have to talk to any of the homeless to get to Tin Can Bill. To get to the other side of the truck blocking the alley across from the Last Shot, just go around the building and jump the fence, go to the end of the alley and there is Tin Can Bill. You probably can't see him, but you will get the prompt that there is someone present becaise the mouth dialog apperars.

It was lack of visibility
I found him. I have been to that exact spot several times before, but probably during my daytime, so I could not see anything of interest just there. But ok, now he is dead and avenged.
BTW: The best discipline to see in the dark is... Obfuscate?!?! That just makes no sense, but it works.

I doubt that it's really to see in the dark, but I've noticed that some of the disciplines, like Obfuscate and Blood Shield place your character in a perceptual 'altered state' where they see things slightly differently. That's different from Auspex, where you see everything normally *except* the auras. With the exception of the ghosts in Ocean House, if I hear aright.
