Galebriand/Emmindor

The guards won't let me enter the council, no matter what I do or say. I've showed them the horn, petitioned etc. The guards say I have to come back later. When I come back the next day, they say I have to petition, but I've allready done that.
How do I get to speak with Galebriand to get to Emmindor?

There is another thread like this , but the trick is talk to the guy at the temple of the tiger(or something like that), he will tell you to see a girl at the inn, who will send you to the apothicary, talk to here, she mentions the stolen elfen armor and that will get you in to see Galebriand.
PS. There is a really hard maze you have to run though, stock up on healing potions!
