Budoka Quest Help Please.

For the Budoka Quest I was told to "find the gang of Budoka led by Fuiban Yi in the lands surrounding lake dread" Ok, I have run around lake dread and the nearby area many times and also just stood waiting, and hoping Fuiban would show up. No luck. Does anyone have more specific info on where to find this guy? I am getting frustrated and would be gratefull for any help.

I did the quest, and found the guy at the south of the harrowed ruins, where you talk to Mara about Valdane. Hope it helps you.
