but the path to get the quest are not straigth forward..got to the copper coronet..accept firkraag's quest..go to windspear hills..work your way down to the dragon..but do not attack him..rescue the child and go back to the cabin..the ranger there will offer to give you introductions to the order..allowing you to start on the quests...the last one from them will be to slay firkraag..so if you kill him prematurely, they can not be started

or you could talk to ranger guy before you leave to kill firkraag and do both things at ones (saves you the walk up and down)
