Can't find harrow ruins

I crosed Lake Dread's west bridge and followed the road to the end. I came uo to the Shrine of Selestial Power but I can't find the ruins. Where are they located?

Actually, there are no ruins here. If you get the quest to look for Mara, you find her in front of the shrine being attacked by a bunch of Ninja's. That is the only quest that I know of that occurs here. Did you get the quest from Lord Graymaere in Bolen Fields and Gileah, the barmaid in Fargrove?
