Gaining Influence

Hay can anyone tell me if levels have any impact on influence im not leveling atton up so i can do it once he has become a jedi and there hasnt been many conversations that allow me to talk to him about anything but pazzak
Is this because of his level or is there only specific triggers in the game that allow concersation where you can gain influence to take place?

Levels have no impact on influence.
Some characters have influence opportunities in conversation (Kreia, particularly) and some don't (Bao-Dur).
With Atton the conversation opportunities are (Spoilers, highlight to read):
After first boarding the Harbinger, end the initial conversation with the announcement that Attons' plan is a good one (and keep quiet about it being your plan).
After arriving in the engine section of the Harbinger, be supportive when Atton senses trouble ahead (however tempting the "Cowardly Intuition" line may be).
In the hidden Polar Academy on Telos, speak to the Handmaiden Sisters about your companions until they tell you about Atton's Echani training. Speak to him about it. He will be evasive and will not want to talk about it, so let him off the hook. Do not accuse him of lying or try to persuade him to tell more than he wants.
In the Refugee Quarter on Nar Shadda, have Atton with you when you put together the Air Speeder. Atton will step in when you unlock the speeders' controls. Say you will "let the expert handle it".
After Kreia gives you your second mind-reading lesson, you can go to Atton and apologise. He will be suprised and you will also get a boost to your will save from what he will then teach you.
Otherwise, you can win influence with good deeds with him in your party (however much he grumbles). You can also win influence by doing bad deeds if you "spin" it correctly when he talks to you about it.
You cannot make Atton a Jedi until you have been to Nar Shadda and spoken to the two Twileks in the Refugee Quarter. They will give you a little information about Attons past. Talk to Atton about it. With about three lots of influence you should get the whole story, and a new Jedi friend.
And
all non-droid companions can be made Jedi with the exception of Mandalore and Hanharr. Many have specific "triggers" like Atton, and some are more difficult than most (a lot of people have trouble with Mira and Bao-Dur).

No, doing acts that would make the NPC reflect on you, determain weather or not you gain influence. It has nothing to do with leveling up. As w666tvr said, you can gain influence through conversations, like with Kriea.

The only NPC I can think of that levels matter in influence is Handmaiden. You gain influence with her when you spar with her, and she will only spar once with you once you get her. You need to level a few more times before you can spar again and gain more influence with her. Visas and Kreia both have some influence gains when you perform certain acts (both like it when you tell TT-32 or whatever number the protocol droid is to give you a discount on Tien Tubb's goods), but the majority of their influence is through conversation (in fact, almost all of Visas' influence can be gained that way). Kreia needs a little nudging, though, but a lot of influence still comes from talking to her, and agreeing with her or telling her you appreciate her advice. Bao-Dur... I was able to finish him off for good with two acts on Dantooine (highlight): when I went into the Kinrath cave and found the atmospheric sensors, let him repair them, and when I sold them back to the militia officer for 3000 credits after I told him I knew what he really wanted them for. That had been enough to give me all the influence I needed with Bao-Dur on the spot.
