Bolvyn Venim

I’ve been trying to get Venim to go to the Arena but its not happening. What am I doing wrong?

First convince all other council members, then go to Sarethi and talk with him. After that you can go and challenge Venim. Go to Arena and finish the problem .

Did all that, and still can’t challenge Bolvyn, he tells me that he’s not voting me for Hortator and I can’t get him mad to challenge.
