How do you install a modification on a pc game??

That depends fully on the game - so perhaps you really should mention which game you are intending to mod, and perhaps even post it in the proper forum.
Take a look at the forum list, and find the most apropiate forum to post your question in, and make sure to give enough information so people actually can help you
