I read from http://www.planescape.com/adnd/index.htm rulebook that Dragons can sometimes give their scales to humans and was wondering, if there is a possibility of that happening in BG2.

You can however TAKE the scales from some dragons (by killing them).
But you knew that already, right?

You can't on some occasions.
Disintegrate could make them disappear, the trick with the wand of wonder loses them, if you don't use stone to flesh ability on the dragon and probably a couple of more spells.

So, if you're evil, can you kill the silver dragon and take its scales? Yes, I know it's completely despicable.

I never tried it, but I think killing the silver dragon results in silver dragon blood. Combined with human flesh (Rejiek Hidesman/Bridge District Murders quest) by a certain merchant (nah I'm not giving this one away, complete the above quest fully and you should see it) it creates a powerful armor.
I did, however, never try it (hmm maybe i should get it in just one game to give to a thief w/ use any item ...)

However, I mainly play good characters and I thought the item was evil-only.
