Wondrous Items - How many charges?

Has anyone calculated the number of charges assigned to certain wondrous items when you craft them?
I know that wands have 20 charges assigned to them upon creation. I've also noticed that, for instance, Hands of Life seem to have a maximum number of uses after which they can't be used to cast a spell (in this case, a a cure light wounds spell).
Are any of the wondrous items considered artifacts in the sense that you can always call upon their spell power without worrying about using up charges?
Keep in mind that I'm only referring to wondrous items that you must actively use in order to call upon their magic power, such as Bag of Tricks and Circlet of Blasting. Items like belt of Giant Strength and ring of invisibility have magic that are always in passive use when you wear them.
