There is a door in the East residential area of Telos in appartment B3 that is locked. I am finished with Telos (I think) so I am not sure what is supposed to happen with that. Is it of any use?

Same thing with a place upstairs in the entertainment area where you catch a shuttle. There is a door upstairs called sealed module or something. Once again I couldnt open that.

Are they accessible?

The apartment B3 is for a dark side quest with Czerka, I believe. So, if you're a light side character, it will not be accessible to you.

As far as the entertainment portion that is closed off, it will become available to you later in the game. You will eventually need to return to Telos for some reason.
