There is a file called xpcap.2da which can be downloaded as a zipfile called BG2_XPCAP.zip (sorry can't remember where from). Place this in <drive letter>:\blackisle\bgii\overrides.

All the file contains is the following text. You could try to DIY at your own risk..

2DA V1.0
-1
VALUE
MAGE -1
FIGHTER -1
CLERIC -1
THIEF -1
BARD -1
PALADIN -1
DRUID -1
RANGER -1
FIGHTER_MAGE -1
FIGHTER_CLERIC -1
FIGHTER_THIEF -1
FIGHTER_MAGE_THIEF -1
MAGE_THIEF -1
CLERIC_MAGE -1
CLERIC_THIEF -1
FIGHTER_DRUID -1
FIGHTER_MAGE_CLERIC -1
CLERIC_RANGER -1

So you can export a hacked character to NWN but it will be reduced in levels/stats etc if needed.
If you want an official NWN character you'll have to start at lvl1
whee

What's so bad starting at level 1. You too were also not born with a mouse and a computer attached (at least I don't think soo... Image). You'll have to earn the things you want even by the hard way...we call it roleplaying!

Don't think I said that starting at lvl1 sucks.
The 'whee' wasn't sarcastic.
