Zainsurbani script error

I apologize for my potential repost, but I can't seem to find an answer on this one that works.
I am trying to complete the Hassour Zainsurbani quest from Caius. Went to Ald'Ruhn and Mr. Z wasn't in the tavern. Rested in case he showed up, nope. Can't see him stuck in the wall, tried RA in the console, didn't work. Tried EnablePlayerControls and then PlaceAtPC "Hassour Zainsurbani", 1, 10, 1 commands--did this numerous ways, with and without EnPlCo, and only got a Script SysWindow CompileAndRun Item Hassour Zainsurbani was not found on line 1 Compiled Script Not Saved! error, every time and no matter what I tried.
What does that error mean?
I'd done the Get Stuff Back from the Wastrel quest before all this. So I reloaded from Balmora and went straight into the Mr. Z quest this time, wondering if the wastrel quest had messed up a trigger or something. Didn't seem to help.
Running Windows2k on a powerful machine; GOTY edition of Morrowind; both expansions installed (content not really accessed yet, I'm level 5), and *no* mods installed, not even "official" ones on Bethesda's site. There don't seem to be too many bugs so far, so this problem is very annoying...and kind of crucial to finishing the game
