Looking for Lord Keldorn after the sewer quest

Tot that Lord Keldorn would be heading back to Firecam Estate in the Government District after I dismissed him from my grp. However, I could not find him there now. Could some1 pls tell me where he is??

He's in the Order of the Radiant Heart building in the temple district.
