I was wondering, since Xan is in the tutorial, would it be possible to CULA him into the game and then add him to your party? I was pissed that he wasn't back from BGII.

Yes... although you can't ever dismiss him or he's gone for good. Of course, there won't be any character interactions at all for him.
But why do this? Why not simply created a multiplayer game, and create an elven mage called Xan as one of your followers? Copy the savegame into your single player directory and it works like a normal game.

i'm not 100% sure but can't you make a new NPC then add scripts, and stuff like the other npc?? i'm not sure on this

If you CULA him in, won't he be able to use the moonblade?!

I checked out his game file, and he has Int 25! Must've taken some courses after BG1.

At least he isn't in the tutorial. Used Shadowkeeper to put it in one of his weapon slots - it didn't show and couldn't be removed. Did you notice his intelligence, BTW? 25!

Not xan smart however....
